    Required    		hoursOffset from UTC of site data
    This variable enables us to convert half hourly data for the site into UTC. Calculate offset by subtracting UTC from local time (most sites in the Americas will have negative offsets and most sites in Africa, Asia, Australia, and Europe will have postive offsets)
    UTC_OFFSET_DATE_START
    Ⓒ Optional    		YYYYMMDDHHMMBegin date of the UTC offset
    This date identifies the beginning of the data reported at this UTC offset. If the UTC offset has never changed at the site, leave the date blank. Please report the start date at the precision known. Allowed reporting precision are YYYY, YYYYMMDD, and YYYYMMDDHHMM.
